A body was found lying on the shoulder of a road near South Miami Heights on Sunday.
Police rushed to SW 135th Avenue and 200th Street to respond to a shots-fired call at 6:19 p.m. Upon arrival, officers discovered Fidel Ruz Moreno, 35, lying on the pavement.
CBS4 is reporting a dad named Leonel Perez driving with his 4- and 6-year-old kids watched as an adult male, possibly Hispanic, dumped Moreno’s body before fleeing the scene in a white cargo van. The family tried to revive Moreno, but his skull was cracked and his body riddled with bullets. Weirdly, the guy said, “It’s part of life, I guess.”
Police are still investigating the cause of death.

Moreno was arrested in 2007 for resisting an officer without violence and disorderly intoxication. In February 2009, he was charged with a drug-related felony.
